This Bill, together with the Canterbury City Council Bill, the Nottingham City Council Bill and the Reading Borough Council Bill were considered by an Opposed Bill Committee which was appointed solely for that purpose. That Committee has now finished its task.
The Committee met on 2, 3 and 9 November 2011 to hear evidence relating to the Bills. They also met on Thursday 24 November 2011 to deliberate in private. The Committee adjourned to further deliberate on the Bills. Having agreed their report, the Committee reported the Bill (together with the other three Bills being considered by the Committee) to the House with amendments on 20 December 2012. They also published a Special Report containing their decisions on the Bills together with the amendments they had made to each of the Bills. The Report is House of Lords Paper 242 and a link to that report is at the bottom of this page. The Committee was appointed solely to consider these four Bills and it has now finished that task.

The Committee heard evidence from the petitioners and also took account of the Government's views on the Bills. The Government makes its views known by presenting one or more Government reports to the House of Lords on the Bill. The Department of Business, Innovation and Skills (BIS) have submitted two reports on the four Bills being considered by this Committee as well as a report on the compliance of the Bills with the European Convention on Human Rights. An Instruction to the Committee was debated with the Second Reading of the four Bills and agreed to at the end of the second reading debate. The Committee had to follow this instruction during their consideration of the Bills. They commented on the matters raised in the instruction in their Special Report to the House (see link at the bottom of the page). Government reports
The Government is required to make a report on the promoters’ statement of compatibility with the European Convention on Human Rights as soon as the bill has received a first reading. If the Government wishes to make its views about the provisions of a bill known it does so by making one or more further reports which are considered by a Committee on the Bill in the House to which the report is made.
Petitions against the Bill
It is open to any individual, group of individuals or organisation ‘directly and specially affected’ by the provisions of a private bill to voice their objections in a petition against that bill.
