Summary of the Temporary and Agency Workers (Equal Treatment) Bill 2007-08
The Bill would provide for equal treatment between agency workers and those working directly for an employer, in respect of ‘basic working and employment conditions’ including pay.
Key areas
- The Bill’s provisions largely follow EU Commission proposals produced in 2002 for an EC Directive which has failed to make progress at the European Council of Ministers
- There are detailed provisions on enforcement allowing for the creation of a regulatory authority, appointment of statutory officers and provision for alternative dispute resolution.
The Bill was withdrawn at Committee stage.
