Summary of the Bill

This Bill would extend the Network Management Duty of local highways authorities under the Traffic Management Act 2004.   It would require local highway authorities to:
  • Minimise any congestion caused by collisions and other incidents on the highway
  • Ensure that such incidents were managed and cleared expeditiously
  • Make an annual report of such incidents, including the measures the authority took to mitigate them.
