Summary of the Bill
The Bill would amend Part II of the Environmental Protection Act 1990 in relation to the functions of waste regulation authorities concerning fly-tipped waste.
It would place a duty on the Environment Agency or the relevant local authority to remove waste if the landowner had not knowingly caused or permitted the waste to be deposited and to investigate incidents of fly-tipping.
